Is it possible for me to transfer my cell phone number from one carrier to another?

Yes, it is possible.  It didn’t used to be possible to do this, but it is now.  Just do this:

Inform your new carrier that you want to port your phone number from your old carrier.  Lets say that you want to go from AT&T to Verizon Wireless, and you also want to go from an iPhone 3G to a BlackBerry Storm.  You would tell Verizon that you want to port your number, and they will take care of the rest.

The transfer should take place immediately, but you may have to carry around two phones for a certain amount of time until your old phone stops working, in which case you will know that the transfer was successful.
